Jigawa Assembly Reaffirms Commitment to Women’s Sexual Reproductive Health Rights

The Speaker of the Jigawa State House of Assembly, Haruna Aliyu, has reaffirmed the state legislature’s strong commitment to protecting sexual and reproductive health and rights, stressing that Jigawa already has robust laws safeguarding women and children.

Aliyu made this known in Lagos while speaking on the sidelines of a forum focused on sexual and reproductive health and rights, where he highlighted existing legal frameworks in the state, including the Violence Against Persons (VAPP) Law and the Child Rights Act.

According to the Speaker, Jigawa State has taken firm legislative steps to address sexual violence and abuse, noting that offences such as rape attract severe penalties under the state’s laws.

“We already have the VAPP law, the Child Rights Act, and other relevant legislations. Any violation of the rights of a woman or a child, including rape, attracts the death sentence under our law,” Aliyu said, clarifying that the provision is contained in the state’s statutory law and not under Sharia law.

He explained that while the House of Assembly is responsible for lawmaking, it also plays a critical oversight role to ensure that laws passed are fully implemented by the executive arm of government.

“As legislators, our duty is to make laws and provide oversight. We ensure that the executive implements the laws as passed,” he stated.

Speaking on the performance of the 10th Assembly, Aliyu said Jigawa has recorded significant improvements in both the passage and implementation of laws, attributing this to strong collaboration between the legislature and the executive.

“Once we pass a law, the governor usually assents to it within two or three days. The Ministry of Justice and the House Committee on Justice also monitor implementation,” he noted.

On whether the Assembly is currently considering new bills relating to sexual and reproductive health, the Speaker disclosed that a proposed bill is presently at the committee stage.

“It is already before the committee. The process is ongoing,” he said.

Aliyu further described himself as a strong advocate for gender rights and sexual and reproductive health, assuring that such legislation would receive legislative support.

“I am an advocate of gender rights and sexual and reproductive health. When such a bill comes before the House, it will pass,” he affirmed.

His remarks underscore Jigawa State’s legislative commitment to strengthening protections for women and children and advancing gender-responsive governance through law and policy.
